A Ledger hardware wallet is best understood as a working system with three roles: the physical device, the Ledger Wallet app, and the recovery phrase. The device handles confirmation, the app provides the management interface, and the recovery phrase belongs to a defined recovery flow. The Ledger device is the confirmation point

This does not mean every task happens inside the device. The device and app work together, but the device screen is the place where the user reviews what the device is asking them to confirm.
Ledger Wallet is the management interface
